repugs lie because the truth won't help them

Once again, repugs simply make up wild accusations about Dems because if they told the truth, then it wouldn't help their party.
But, they manage to escape slander or libel charges by making sweeping statements and not attributing them to any one person (because no one actually said them).
Have the repugs always been this devious and vicious or is it a relatively new phenomenon?
