He talks about cutting spending but every subject that comes up he says he will finance. I'm not sure how that is supposed to work - though, that's logic speaking.
Obviously, he will just say anything that any one group wants to hear, no matter how much it contradicts any thing he has said previously - even within the same speech. He literally has said and done any and everything in order to attempt to win this election.
