Assembly briefs: House inches closer to baggy-pants fine

RICHMOND - Underwear-exposing teens are one step closer to a $50 fine after a bill from Del. Algie T. Howell, D-Norfolk, received preliminary approval in the House of Delegates on Monday.
Howell’s bill, HB1981, calls for fines for anyone who intentionally wears or displays their underwear in a “lewd or indecent manner.”
“It’s not an attack on baggy pants. It’s not about Janet Jackson. It’s not about Randy Moss,” Howell said. “When a person gets to the point that he or she doesn’t want to sit on the porch because of the way people are dressed, it’s time to do something.”
Many delegates agreed.
“Most of us would identify this as the coarsening of society,” said Del. John S. Reid,
R-Richmond. “Underwear is called underwear for a reason.”
But Del. Lionell Spruill, D-Chesapeake, in a speech that detailed teen fashion trends from the past 50 years, including bell-bottoms and pegged jeans, said low-riding pants are a fad, like silk shirts.
“Don’t fine these young kids,” Spruill said. “It’ll pass.”

Now i hate this fad too - its stupid and looks bad, but c'mon! You don't need a law against it! How far back in time are we going to go?!
