I think that the only reasonable argument is that the Gitmo detainees - whether innocent or guilty - would be in real danger in an American prison populace - this time from the other prisoners, as opposed to the guards. Considering the amount of violence in American prisons already, having an accused "terrorist" in the populace would most like be an incitement to violence for some uneducated prisoners.
