WASHINGTON - The Bush administration is falling short in its efforts to rebuild Iraq, increase oil production and spawn a new government that is representative of all factions there, lawmakers of both parties said Tuesday.

Is this actually news? Most of us have known this for years? It never changes - no progress has been made at all that anyone can see. We have brought complete chaos to that country.
But that's what happens when there are no plans of any sort!
