over-compensating?

Hurricane Ophelia Weakens, but Soaks N.C.

NEW BERN, N.C. - Hurricane Ophelia weakened slightly as it crawled along the North Carolina coast at a tortuously slow pace on Thursday, and early indications were that the storm had not caused the severe flooding many feared.

Following the criticism of its response to Hurricane Katrina, the Federal Emergency Management Agency had 250 workers on the ground — a larger-than-usual contingent given Ophelia's size. FEMA also put Coast Guard Rear Adm. Brian Peterman in place to command any federal response the storm might require.

Funny, in a sick kinda way - the government is now trying to show that they learned their lesson by over-compensating. I heard on the radio that there were actually many more workers, national guard and etc on the ground, as well as food and water in case people need it. So while people died from neglect in the weeks after Katrina, now there are excessive supplies for this lower-grade hurricane! Sounds like SOP with this administration.
